Rogue Squadron II was never made for PC, so an entirely new port would have to be created from scratch. It's an order of magnitude more difficult than just putting an existing game on Steam.

I don't know how difficult it is. If they manage to port it (which other games like halo did), I am pretty sure it will booster the sale of the new squadron game.
I have played it on PC and it runs smoothly for me at least for the most part besides parts of the game where there is too much on screen. (Battle of Hoth, and Imperial Academy Heist)
The best you can do now is to play the gamecube games with dolphin on pc.
