Radiant not work

I have reinstalled the game, verified the tool cache 2 times... its same, i can't open new map on radiant. What the ♥♥♥♥ ? What is the problem ? I need to uninstall and redownload the 26gb tool for the three time ? I'm so bored...

14gb ram ddr3
128 gb ssd drive + 3Tb & 500 gb hdd drives
amd r9 270 2gb gddr5
windows 8.1 pro x64

I would like create my map... but the tool says me "NOPE" xD.
