Excactly.
Like a Safe city like West City, Satan City, and several Namekian towns, heck there could even be a full on Saiyajin and Freeza City as safe havens.
And to get from an earth city to a Saiyajin City you either take a luxery spaceship line, or you do a quest to learn instant transmission from goku, wich consumes more KI on low levels, and less on high levels. or you can take the car to a different city on the same planet, or simply fly there using the means provided by the anime (flying nimbus, a personal plane, pole)
And then there is the wild, you get to fish there as well, but depending on your race you either use a fishing pole, your tail. or dive in and fight a big one for a full course meal, wich offcourse means that if you fish in the wild you might get attacked during fishing, or you can safely fish inside a city, but for smaller fish wich are less rewarding, but also verry relaxing :D
But what about all the action you ask? :D
Well easy, you can leave the city and fight a couple of monsters. or you can get a quest from Bulma (for example) to find a few capsules, and while searching for them there spawns a couple of more difficult mobs on each of the locations wich give more exp, some loot consisting of gear, ability scrolls and some food/zeny.
once a month you can practice your skills against other players for a whole week during a tournament where the most wins get first prize (Loads of Zeny and tons of EXP), and the remaining of that month you can simply battle eachother to test your strength and get less exp and zeny.
but what about skills, dont you need requirements to learn them?
offcourse ya do, you simply go to school or get a whipping hometeacher that Chichi hired to teach gohan, who then gets chased out after one hour. but for each 10 minute you spend learning you get 1 extra skillpoint locked to intelligence only.
skillpoint to intellicence only you ask? yes, each time you level you get skillpoint you can spend on strength, KI, agility, stamina, intelligence. and each 10 levels you get 2 skillpoint locked to secondary stats as bonus wich you can spend in fastness, stun damage, elemental dmg (fire, ice, light, darkness and the likes) wich means your kamehameha might freeze an aponent or temporarely blinds them. or your fighting skills do darkness dmg wich drains some of the oponents life.
but such a MMO would cost tons of money, why would a gaming company even consider making it, so how would they make money out of it?
First. sales on selling the game offcourse.
secondly. while i'm against both paying for the game and then also having to pay money each month to play it, alot of companies do make money of that.
But im more of a special colector type of buyer. like a house next to capsule coorporation, Goku's outfit, transform into a fusion character (henchmen is a part of my ideal world)
all those special things would make me spend money on them, like either i buy the house for tons of zeni, or the house next to it can be bought for 20 euro/dollar, wich is bigger and comes with a small yarden + pool + sauna and a 3rd floor and basement (the one we buy for zeni has none of those offcourse :P)
Goku's outfit comes with a bonus of a longer kaio ken duration, the bulma/trunks outfits comes with a dragonball radar while the outfit that vegeta wears has the extra ability of sensing KI from a bigger distance due to his first scouter and later ones becouse of his inate ability.
so all in all, tons of sales can be made from that, plus they can charge money from appartments each month payable by zeni/money
then to get the fans really excited, every once in awhile a major boss appears somewhere on the planets either it being freeza's arival on earth. the demonic duo summoning a enhanced version of a boss. both with forces they command.
and then the whole race starts.. all the forces have to be defeated before everyone can take on the boss, or not and the boss will be drasticly stronger if all/some of the forces still remain, if everyone in that particular area died then the boss disapears and everyone has to wait 10-60 minutes before the whole event starts over (event scales with the players in that area, so if 10x level 50, 25x level 30 players and 60x level 6 players are in the area and a level 1 enters it the boss will become a lil eayer, if a level 100 enters the area the boss becomes harder.
now i hear yall think. hey this is an Dragon Ball MMO. what about the Dragonballs? and their wishes/rewards?
Well this is abit of an unique type of system i thought off, instaid of someone strong or fast hogging all the dragonballs leaving everyone else wishless i think more of a easter bunny egg type of event. 4 times a day capsule coorporation announces an planet/galaxy wide event. gather dragonballs, where you either use your skill, a dragonball radar, or party up with someone with that ability if you dont have the neccesary skill/item, and search for dragonballs, the more balls the more rewarding the reward, get 1 dragonball and everyone gets a measely 10xp (level 2 requires 1000xp, for example) get 1000 dragonballs and everyone gets 10 levels, 25 skillpoint tight to luck, wich increases bonusstats on found gear overall, and 1 skill + some loot and alot of zeni. the whole event lasts for an hour so everyone gets something the more dragonballs are collected, but the rewards. gearwise for example, are leveled. so if after getting the reward you are only level 10 then the item, purplish as it might be, will be alot less strong then if you're 50.
and if 10.000 dragonballs are collected you get 10 tokens (or more) you can spend on special rewards, like krilling as a henchman, a maid for your house, some special type of furniture or heck maybe even for a special skill like the bending or dual kamehameha.
now offcourse comes the next part. gear, well how do we get them? easy, they drop from monsters, enemies and the likes offcourse, but can be crafted, either at a public crafting place, or at the leasure of your own house wich you need the skill for and the crafting furniture offcourse. they offer different basic stats, like armor can be crafted with strenght, stamina and the likes, but with enough skill in blacksmithing/leatherworker/tailorer with 2 open gem slots, the quality goes higher, ranging from common to legendary the higher the skill. and someone with enough luck and high gemming can craft special gems that gives more exp or 1 bonus skill point each 10 levels.
and to make it all even better, sometimes the gear one can craft has a special aura effect. wich makes it fashionable to wear while walking/flying around town, or you can buy/craft mannequin's and place them around the house/yarden to show off to others.
then comes the selling, well you can either trade between players if they see someone is a leatherworker and needs a special agility based gear they can ask the player, collect the materials or pay extra. auction house system, or maybe in cities there are special empty shops you can buy and sell your gear there.
okey i could go on, but well with these idea's there is tons of stuff millions of players can enjoy a whole galaxy for many years to come, and enough money to be made by any Dimps company through sales/subscriptions. oh right i forgot 1 thing
1 extra way of obtaining skills. or rather a system already in place, you become friends with a teacher, fight with them, do quests for them, and, for example Master Roshi will teach you the basics of skills, like an easy kamehameha, or you become king kai's pupil and he teaches you the kaio-ken and spirit ball. just like the system they use in DragonBall Xenoverse 2. while the skillscrolls you loot from mobs are more basic like charging ki, or an bigger Energy Ball, wich requires holding your button a lil longer, lasting in a more powerfull attack but also as a downside that the other person/mob can stun you or move out of the way if its a 1 line of attack.
okey now im really done, okey maybe not since i got tons of idea's left, but i think even Dimps, players and even krillin can figure those out by now. but feel free to ask for them if youre curious about something.
So one last word to Dimps and Bandai/Namco, please make this happen :D

In DraginBall: Kakarot there wer namekian village's as safe zones. but in matters of scale no earthly city was a safe zone either. I believe Nappa destroyed a whole city upon arival, and even Dr Gero destroyed half a city as well. and heck by the time the cell tournament started Korin said: are you not satisfied till you whipe out a whole planet? :P
Nah, Taiwan version was Global and open to everyone. It did lag behind a few months on updates though, and eventually shut down too. The Korean version got farther along, up to the Cell saga if I recall correctly. As I remember soloing Android 16 in a high level dungeon many times to help other people who weren't as experienced/equipped as my character.
And to my knowledge, there is a fan made version of DBO now, that has been running for quite some time. I checked it out a few years ago and it looked very promising. It wasn't predatory in any sense like the originals were. Yes there are micro transactions just like in the originals, but you're not spending money towards any kind of stats anymore. Only for the aesthetics. Might be worth checking it out again.
