Go into steam installation folder and delete a file named version.dll

It work for me, after 2 months Trying to fix this error

YourPc/LocalDisc "c"/ archives x86 / steam.

Is the place where you install Steam for default.

There is no such file in your game folder, you can confirm here[steamdb.info].

His problem was due to using outdated mods.
