Go to "%localappdata%\BANDAI NAMCO Entertainment\DB Xenoverse 2" on your system and open the config file. From there you can manually set the EnhancedGraphics setting to 1, which will enable it. For some godforsaken reason the option has been bugged since it was added to PC and I have no clue why nobody at Bamco or Dimps have noticed that.
As the poster above mentioned though, it is absolutely nothing to write home about. It's extremely difficult to notice the differences. In fact, in the vast majority of the game, there's no differences at all.
