What does Dual Ultimate bar get you?
Everytime I search this online I get tons of tips about how to make this agonizingly grindy process minscully less grindy but not the slightest bit less agonizing.

Not one of these guides can be bothered to explain what the point/payoff/reward is for doing it.

So what does doing this unlock, exactly?

Stronger Dual-Ultimate damage is the only reward. Pretty sure that's all you get for maxing it out.

But you can only do them in the first place if you happen to have the right AI partner? And they're not MASSIVELY stronger than normal ultimate, right? And like normal ultimates they can even miss.

This seems completely pointless to me then. Not gonna bother. Thanks for letting me know

The bar only applies to its damage. It basically just kinda lets you have a free 3-bar Ult that doesn't scale with your stats. (scales with its own meter if there's an associated mentor, not the friendship meter) You don't have to have the corresponding character on your team per-se, you can have AI/player CaCs on your team and they can do it with you too. It's how you can use Duals you buy from the TP medal shop despite not having access to them otherwise.

No need. I also forgot to mention the other benefit of Duals is that if someone joins in, the enemy cannot escape it. So for all the setup involved in it, they can be useful in the long run.
