Dragon Ball Xenoverse (Franchise) is the most successful Dragon Ball IP in its history. It has sold more copies of its series than any other Dragon Ball game. Back in 2018 they stated that the release of Xenoverse 3 would be put on hold in favor of Kakarot(Project Z at the time). Dragon Ball flagship titles are released once per year, depending on the company, the time constraints they have to develop that title may very. Dimps' (Xenoverse dev team) 276 employees are divided into 4 sections which is 69 devs per title that they are working on, and not each of them are developers. Although we have not heard anything on Xenoverse 3, it is safe to say that it has been developed and is awaiting release. The amount of DLC that has been pumped out is due to trying to keep the player base interested in the series and to not have the hype die down.
We will hear something at the E32021in June or Tokyo Game Show in September.

But compared to other games the cost of the dlc isn't particularly grotesque... if you're concerned about the price of 2 or three characters plus missions and skill customization options, one needs only point out street fighter, soul caliber VI, and others that charge several dollars for just costume packs and individual characters to find something that does worse.
This isn't a AAA title. But its success in sales has justified to the developers to maintain updates. Whether YOU buy the new content or otherwise is entirely your call
They keep making content for this game because people keep buying it. Why would we want XV3 - an entirely new game where we'd have to start over with our CACs but with far less content, even if that content is newer compared to XV2 (unlike how XV2 is almost the same game as XV1 in terms of its content)?

That on top of the fact that if they're going to be as inept as they have been with XV2, what makes anyone think they'll be any more competent with XV3? Might just be paying to start all over again - buy everything all over again - for even crappier network issues, more grinding, and the same old story.
If you're a gamer from the 90's, it doesn't seem like it. Back then, the games were enjoyed for several years. There is a glaring example of a game from the early 00's that barely changed in its core from then till now.
I don't mind that XV3 isn't released. I like XV2 and don't necessarily feel the need for a new one just for the sake of having one. We have a perfectly good base to expand on and make the game serviceable for a while longer.
Kinda sounds like it does bother you, but it's also okay if it does. It is quite gratuitious, but you know they'll just do it all over again with XV3 so what difference does it honestly make if it's now or later?
Except you have no guarantee all this stuff will be in Xenoverse 3 (if there even is one). For all you know they will cut content, offer up some lame excuse about time or resources, and just resell it to us again anyway.
