Saw a COM controlled CaC (maybe 2 years ago) when I was grinding for Dragon Balls. It's a female CaC in Gogeta clothes with SS3 hair but SSGSS colored. Not really thinking much of it as I have Goku and Vegeta's SSGSS wigs, thinking I could get that blue SS3 "wig" as well. Turns out I couldn't
If you think you know what a mod is, clearly you do not. I'm sure you are quite intelligent enough to figure that out yourself.
The game doesn't let you use SSJ3 hair as a hairstyle option not even as a wig and for you to access it as such is certainly not the same as changing fullscreen to window mode because the game actually provides you the way to do that. If you honestly think that an edited save file is not a mod go check what mod stands for because it's not a word but an abbreviation and it basically has the same meaning as edited.
PS. I made some mods before while I was not good at it I do know how.
I'll leave the distinction of whether or not they're mods to others to figure out. Bottom line is it's an ID swap done to the save file and the assets are part of the vanilla game. Hence why you see them despite not using it yourselves.
