You first encounter him flying around but he hangs on top of a giant mushroom after that, as the previous person said. Unless he's your current mentor, in that case he'd be in front of the Orange Star Highschool. You can use the map (hold right click or Tab, or... some button on a controller), and get familiar with the icons and what they mean.
