Can't get SSG

Hey there, I've maxed Goku, Vegeta, Gotenks, Pan, Gohan & Videl
and everyone else basically. I've wished for SSG, I thought maybe something
was glitched so I recollected dragon balls and wishing for SSG is not an option again.
After going to Beerus both times, he has yet to give me SSG, I am a level 84 Saiyan.

First. You must get the wish from Shenron, alright.
Then, have max friendship with 5 good hearted Saiyans (which doesn't make sense since Gotenks is 2 persons). I recommend checking heavily the player data and see the mentor panel where you can track the friendship level with all 5 Saiyan mentors.
Seems you got all the steps correctly, but one thing must be off. So yeah, if you want to get fast friendship with all mentors, pick two of them at every PQ mission you do to spam friendship levels after the mission is completed.
As for leve, doesn't seem it needs to be on level 90.

Hey there, I've watched multiple videos relating to this, I played with a friend until about level 82, he did the same as me although he got SSG from Beerus and I did not.

Alright, good. Again, I recommend checking them, damn, even DOUBLE CHECKING just to be sure.
Now, here's the thing: you are able to get Shenron's wish to be a SSG with ANY player character of ANY race. But, of course, only the Saiyans will be able to equip it. Say you make a Frieza race, went through all the steps, and got the skill. It'll be on your inventory bag. And, if you make a Saiyan character, you'll be able to access it through your "change skill" and use it freely (since the inventory bag is shared by all created characters after all).
If I had to guess, I'd suggest getting some free levels with Tosok and reaching level 90, just to be sure.
