Probably the same as Xenoverse 1 considering its the same engine and even looks same.
The main reason (I think) why Zamasu wants to kill Goku is because Goku has the potential to break the barrier between God and mortal*, and it scares him.
Zamasu believes that Gods should be the all-deciding force in the universes, and with the rise of 'humans' (though I'd rather use the term 'mortals', since that seems like a much better fit), who are trying to reach godhood themselves, he views them as threatening to the Gods' status quo.
Considering that Goku had the power to challenge Zamasu, a God, while at SSJ2, it doesn't help change Zamasu's mindset at all.
*Despite Goku having attained both SSG and SSB, he's not considered a God. Same goes for Vegeta.
