So to date, I've...
Reinstalled the game
Reinstalled Steam
Wiped my drive and reinstalled everything
Wiped Windows and Reinstalled Windows
Tried an entirely new save (This achieved some measure of success, but not in seeing players, but fixing the mission crash bug I encountered after reinstalling windows)
Merged saves
Made a new save and ported over characters.
Tried a new computer
Tried a wifi connection through my phone to subvert my router
Nothing worked.
Then I climbed into the attic (long story) to reset my router.
And now everything seems to work just fine.
I don't get it.
But I have learned something.
While playing with a friend last night and still encountering the lobby glitch, it turns out that I actually *was* in the multi-lobby. Or rather, he could see me. He could see me moving, jumping, my actions, and followed me around Conton city. But still I couldn't see anyone.
What this leads me to conclude is that, maybe this is related to incoming connection speeds, there's enough Data getting through to render the information of players (I:E, player challenges, Leaderboards, and so on) while preventing the visual data of the players location from coming through, due to a bottleneck somewhere along the line between router and PC.
Sadly the IP config was only a temporary solution every time, though after having to reset my router at one point it seemingly started working fine again for the most part, occasionally the problem comes back and goes again.
I hope Bandai fixes it
"The game is experiencing a connection issue between Steam and Bandi's servers. The best way to counteract this bug is to ensure your connection is stable and you're capable of joining endless battle/mission/player match rooms. The only real solution to the issue is to wait it out. It seems to strike indiscriminately and at random and is definitely a connection breakdown of some sort. Beyond that, it's out of your hands.
You can reset your router, and flush your IPconfig with the Command Console to try and fix it temporarily, but these fixes aren't guaranteed for everyone."
