I mostly played with friends or solo but as far as I recall there was a fair selection of matches online. But unless you plan to play it for a year straight it's safe to say there will always be a decent playerbase.
Has enough players to keep you occupied, but honestly XV1 was a mess. XV2 is much more polished and is already on the top sellers charts with a week and a half to go. I'd say that is proof enough of it's popularity on PC.

Highly unlikely the PC will have more players then the PS4 version. Most likely reason for the beta is because PC's are incredibly diverse and every rig is different. Where as every PS4 is exactly the same, no differing parts software or hardware wise.
I don't buy the PC elitist attitude that *every* game on PC objectively looks better than on console. Plenty of games, especially Japanese developed ones, look identicle on PC as they do on console and usually only differ in performance. Since the game is running at 60fps on PS4, I have no real reason not to buy it on console as opposed to PC.
Steam has a lot more freedom(modding, talking outside the game, etc..) but nothing too big.
PC and PS4 will both have a decent amount of players, but PS4 will have a higher number.
In the end of the day, it's which ever platform suits you more.
There was quite an impressive modding community for Xenoverse 1, and I imagine the same will hold true for Xenoverse 2. Mods are a big part of the appeal for some people, and I can't say I blame them with some of the inventive and just plain cool customizations I've seen.
