How to get to level 99?

As stated above. They say go Guru's house and do the missions. I;ve done the missions but still stuck at 80. Help.

You have to go back talking to Guru after you reach 80. Same goes for 90 to 95, and 95 to 99.

The Guru missions repeat. After you do the one with Vegeta and Nappa, they start over. Keep doing them until Guru wants to speak to you.

Also, the grind from 85 to 99 is utterly ridiculous. To the point that it's simpler to just go Dragon Ball hunting and wish your way to 99.

Do I still need to go to Guru before using the dragonballs to max my level?

You can use the Dragon Balls whenever you want, so long you have all 7. However, you still need Guru to increase your max level cap. If your cap is at 80 and you are lvl 80, then that particular Dragon Ball wish doesn't do anything.
