Now, a melee build does benefit from strike supers once in awhile, even though male saiyan is the worst at both kinds of super. But for melee, better strike super than nothing. Also, being already a low HP glass cannon, I wouldn't try to hurt HP too much either, unless you are an evasion specialist or a one hit point wonder. On that regard, I'd try to get a qq bang that doesn't penalize HP and strike supers much. I also wouldn't shy away from a less than tier 5 qq bang. My own personal saiyan basic attack qq bang is a +10/-5 tier 3 legit.

A +15 -9 (best known and accepted range) would put the hurt somewhere else. Be it ki, stamina or HP. Here's a tier 5 +15 -10 I got somewhere along my mixing time.

Now, why go the effort to put something on the strike super stat? because male saiyan often misses a few of the auto vanish combos, meaning your DPS suffers every time that happens. So you could compensate with strong supers like Super God Fist before he gets to the auto vanish part. So, might as well have those super pour some damage too. As for HP, I myself take a fair bit of damage, so I like to have something as buffer. Also, the larger your HP bar, the safer you go if you want the zenkai buff at 25% HP (at the cost of taking slightly longer to reach that amount). The decision on HP is yours, though.
Ki and stamina are also preferences in my opinion, remembering that the more stamina you have, the worse it gets to recover it if you get stam broken. As for ki, as long as you have at least 5 full bars, you should do ok as a melee character. You could also use Meditation to get 10 while in battle if you've got that skill.
The ki blast supers stat could only be used properly only if you have a medium weight or thin character. If you make a thin character and give points to ki blast stat, you can add more than 100 points to basic attack.
If you make a character with all stats equal, you will end up with a build that won't excel at anything but will still suffer from several of the male saiyan weaknesses, so avoid those and concentrate on one, or two attack stats only.
