So... since the legendary set is not on sale should I wait or it is worth it to buy it right now?
I think I'll buy the game and passes but Legendary set not having a discount makes me want to wait unless there is something really special about it...

Unless you really want something early from legendary pack, you can wait until second one comes around december, also earning chance for discount.
Story quests included in legendary pack 1 is just first part, so for continuation you would still have to wait.

I have seen that they also released some "FREE" DLC with the release of this pack, do I get to play that if I don't buy the legendary pack?

Good, I settled for all the packs except the legendary it is completely overpriced.
