How do you get a flying license?

I only started playing, so I don't know if it's just later in the game or what, but I want to know how to get a flying license. Is automatically unlocked when you get to a certain point? Or do I have to fulfill a special condition of some sort?

You have to finish the frieza arc, then you'll get it as a reward

Beat the Frieza Saga.

About halfway through the Frieza Saga, you'll get access ot the Multiplayer Lobby, so you know.
