Nope, the only grab you can do is after the bar is depleted, the old grab with the bar intact got removed.
After a bit of getting my ass kicked by Great Ape Vegeta in the story, I figured out what my mistake was. I kept doing the tail grab when his stamina bar was depleted.
Don't bother with the tail grab. It can only be done when the ape's stamina bar is depleted, and the damage it does is at best on par with just punching and kicking them when their guard is down. Get their stamina bar down however you want, and then just keep beating on and blasting the Great Apes while they're down.
Tail-grabbing seems to have been nerfed to hell from how it was in XV1, so now Great Apes are effectively just really big normal enemies with super armor that you have to break, instead of glorified QTE battles.
