now : go to disque local C or D Program Files , Steam , userdata , enter to main
search folder 323470 enter to remote and delete DBXV.SAV and DBXV2
Basically, if you disable the cloud, and delete the data - yes that does work. But with the cloud off, it will not import from XV1.
But if Cloud is on, it will keep restoring the XV2 data it already backed up.
So what you need is a newer DBXV2.sav file.
Open the existing one with Notepad++ or Notepad, select all the content in there, and delete it. Then save the file. It should be an empty file that's the size of 0kb, and will have more recent timestamp than your backup.
This is what worked for me, and allowed me to import from XV1 as well.
Before you start a new game in XV2, go back into XV1 and equip everything to a character that you want to important.
I made a new Lvl 1 character, put the clothing and special attacks on that I wanted.
Two years later and this is the one that worked, just bought the game and I'm loving it :P
You wouldn't have to delete your whole save. Just delete the character in question from the main menu and make a new one.

Have you tried turning off cloud saves and making sure the DBXV2 isn't there?
Here's where it is for me:
C:\Program Files (x86)\Steam\userdata\<ID numbers>\<ID numbers>\remote\DBXV2
So you have to drill down and find it, and delete it. If your Cloud Save is on, it might be restoring it each time. So make sure that's off first.
You can turn it back on at a later time when everything is working.
