I cant unlock ssgss

Im level 99 i have vegeta and whis friendship maxed out and ssgss wont unlock for me

Julius you need SSGSS to obtain SSGSSE you don't get SSGSS from vegeta you SSGSS from whis. Hope this helps :D

have you tried talking to whis? like you have to befriend whis to unlock SSGSS same way as you do with vegeta

i think you may need vegeta as your mentor and then talk to whis.

Basically the only two requirements are to have a level 90+ character with Whis friendship at max. No other mentors are needed. Does not matter the race of the character, but it matters that the character has both requirements. You don't need Whis as current mentor to unlock it (I had Goku mentor when I unlocked both ssb and ssbe). And the one who gives both transformations is Whis upon interacting with him in Conton City.

IF the game isn't giving the awoken to you after meeting these requirements, try restarting the game, or verifying the game's cache, as that may be a bug.

Friendship is the four part blue bar on the right hand side (which boosts Dual Ults) and not the green bar that unlocks the 3 stamps, just saiyan
