You get it after completing the storyline, by talking to Thirith (one of the little robots in the pq district, he'll be standing with Taino the buu girl npc and a few other npcs doing Ginyu Force poses) - google search

But it could be a Beta only thing apperently? So, if that is the case it is unlikely we'll get it anytime soon. As it is, i havn't seen the outfit at all before now.
