Dont know.
My friend said saiyans can do it. He used ultimate and it teleported him behind the target.
Same thing with normal moves like kamehameha

IIRC certain levels of SSJ add teleporting properties to certain moves when you're far away from the enemy

Did He Go Super Saiyan? If he did Then That's How

During any SSJ form, certain attacks are given Teleporting properties.
It seems to be limited to moves that can be charged, and is to assist with aiming such attacks. Instacast attacks like Kaioken Kamehameha and Earth Destroying Galick Gun do not have the teleporting property, but regular Kamehameha and Galick Gun do.

There is also a Teleport move which can be learned from Goku. I use it very often when playing in a team (I find it convenient to place myself right before an Ultimate).

It's not that useful in 1v1 because the opponent can punish you easily.

Super saiyan form can teleport behind anyone with full charged kamehameha etc supers

If you're a bit far from the enemy, the first hit of your combo also teleports you near your opponent.
