Dragon pedestal not working

I've found all seven dragon ball but when I try to summon Shenron I got a message saying "The pedestal doesn't seem to be working...". Anyone know why?

did u get the story mode done? cuz is a point in the game that it doesnt work if u r 2 far in the story just go beat the game then try again

I just defeated Bardock during the "The Masked Saiyan". You mean I can't use the dragon ball until I complete the story? That's kinda stupid to do that.

You can use dragonball before you complete the story. But there is one part in the story that shenlon cannot be use. And you are in that part.
