Didnt see this mentioned anywhere. But this pq seems very specific. Ultimate Finish is a hard requirement for the skills.

Burst Charge comes from defeating Ultra Instinct Goku first.
Ultimate Charge comes from defeating Super Saiyan Blue Evolved Vegeta first.

requires at least two plays of this pq to do both of them.
The skills wont appear otherwise no matter how many times you do them if you dont do either 1 of the above conditions first.

Drops are RNG. So you gotta keep doing it, until it drops. I was lucky, and got them both on my first Try. While others it can take up to 20+ times.

This one isnt in how it drops. I just confirmed it with a friend of mine.
The same conditions finally got it. Where before was doing it without the conditions.And then went in, and did the conditions as stated above and dropped no problem.

The same person will drop the skill regardless. Which requires the ultimate finish to even have them appear.

its purely rng. it doesnt matter who you beat first. i got ultimate charge and i beat vegeta last. people have also gotten both on the first try or in a run. theyve gotten away from "beat this person first" or "beat these enemies in this order" to get things to drop. now its just get ultimate finish to get drops.
