Easiest ultimates (a single basic attack hit is enough to prepare):
Justice Combination. The first can be countered with z-vanish so don't use in PVP if enemy has 2 or more stamina bar. In PVE enemy will NEVER Z-vanish out of it, but they might use evasive move.
Kaioken x4 Kamehameha. It has 2 phases. The first phase is real quick, but not that much damage. Still stronger than any super attack. The second phase has good damage, but it leaves you vulnerable for a long time. Use the 2. only if you sure to kill your enemy.
Emperor's death beam: This ultimate has the worse KI damage ratio, but it's super fast, and it can track enemies that aren't target you pretty well. In expert, and missions the relative long stun can really help your teammates.
Serious Bomb: Damn slow, but if the first part hits, then only evasive move can save it. A quick evasive allow the attacker to counter so it's best to use it when enemy is below 3 stamina bar. On PVE enemy almost never counters it.
Counterattack ultimates (you must use at the moment enemy tries to hit you)
Reverse Mabakusenko. It was meant to be a counterattack. Be warned, that if enemy doesn't attack you during the preparation, then the KI is wasted.
Super Black Kamehameha Rosé. It is not meant for it, but if used when enemy tries to hit you with normal melee, then it's guarantee to hit him. If the first part hits, then only evasive can avoid the attack. It also has some nice damage.
Hard but strong ultimates (these ultimates needs stamina break to make it work, but they deal SERIOUS damage)
Supernova Cooler: best ultimate against enemies that doesn't target you. A real great stuff on PQ, and Expert missions.
Super Black Kamehameha: This ultimate has the best KI damage ratio in the game, but your enemy must be close to you and stamina broken to make it work for sure, or he must be stunned by heavy stamina break.
Super Kamehameha: normal damage, normal cost, slightly faster than normal cast time. The reason of this ultimate on the list is because after a heavy stamina break on someone with much stamina you can use, and hit 3 times before enemy can do anything.
Super cheesy method (only if you like being "badass" or unskilled)
Fighting Pose K, and Do or Die, or Divinity Unleashed charged for one ki bar combined. Fighting Pose K gives IMMUNITY to stun effects, and stamina break, but it prevents block, and during ult you loose health instead of stamina, if enemy hits you. Still while Fighting Pose K active you can DESTROY pretty much anyone non expert mission boss easily. Preparation: Horizontal throw, or vertical throw from great high. Right after the throw start casting Fighting Pose K, and if enemy charge on you, then throw them again, then use Do or Die. If enemy doesn't charge or far away, then don't bother throwing, and use Do or Die instant. After that all you need is to keep up with Do or Die, before it runs out.
Perfect Shot has both one of the best damage/ki ratios in the game and great viability due to the ton of follow-ups you have (2nd Perfect Shot; dash in + combo; dash in + knockback + 2nd Perfect Shot + more possible cycles; Flash Strike; hit confirms into skill-induced teleports like with Super Mad Dance or Meteor Strike; hit confirms into combo-induced teleports as well as stamina breaks).
There's literally nothing you can't do with Perfect Shot + it's very easy to set it up on AI opponents with a single manual knockback. Use knockback --> PS --> dash + light hit --> knockback cycle to Z-Rank any story mission/PQ in the game...
Also definitely use a counter Super like God Breaker or Burst Rush instead of the Ultimate. God Breaker deals great damage and Burst Rush sets up Perfect Shot 80% of the time. Just activate them as soon as AI uses a (Reverse) Z-Dash against you (the ones that cost 1 or 2 bars of stamina).
With regards to Ultimates: Don't use them as long as opponent AI isn't stamina-broken (except for Justice Combination). When they are broken though, be quick to deal as much damage as you can... Divine Wrath: Purification has the best damage/ki ratio of all skills you could land from a distance, so I'd recommend that. Supernova Cooler is nice as well, but costs 5 bars of Ki. Super Black Kamehameha as well as Super Kamehameha or Final Flash are all viable choices, too. Gigantic Meteor is the skill that rules in EMs 18+ 19.
I mean, even Rolling Hercule Punch has its uses if you know them.
