Well the plausible "Canon" reason the developers decided what they did is because all of the Buu in game are made by either Majin Buu himself of Miss Buu, and both of them tend to make their offspring look like themselves.

So if you are a male Buu you are destined to be of a heavy nature since Majin Buu is the one who made you out of his own squishy squishy flesh.
