Sadly there's no way to know when or IF this skill is coming back. As for the skill itself it's less useful now than in XV1 due to the nature of no super saiyan ki spam this time around, and as I remember, if you weren't in super saiyan mode, this skill could take a LOT of ki bars for it to do any meaningful damage. On the other hand, it looked badass.

Well so far I only know two ways to get it and one is TP shop or transfer it from first xenoverse.

One thing I am sure its not available in PQ's donno about expert missions though.

Actually I'd say it has been improved. In XV1 it did pitiful damage even when eating all your ki (it was WEAKER than perfect kamehameha at maximum duration, had longer chargeup, and was blockable while less accuracy). Now it's a mediocre move, but at least it's damage is on par with powerful 5 ki bar ults and everything misses now so it's accuracy isn't soo significant. It's also possible to combo into it from Gravity impact (but just barely, you need very good timing).

why don't you just mod the game so that it plays it self, then you don't have to waste your time anymore...

Because you don't have to use that to get everything... Just the things unobtainable by other means.

If it's like the first game, it does a rather good amount of damage, among the top damaging ults. Not top but quite there. Problem is that it eats like 8+ bars of ki if I remember well. The damage also takes awhile to pile up.
