P.S. I got x100 Big Bang Kamehameha after approximately 20 runs
Completing the requirements to achieve an Ultimate finish triggers new fights before the true end of a PQ, which means getting access to those fights that might give you an specific drop is required to even get a chance.
Basically always try to get an ultimate finish. Maybe Z ranking also helps the odds of getting the drops that only are given to you at the end of a PQ but I'm not sure there.
Pet peeve of mine when information like this is obscured from the player for no reason. I think I hate this more than any other possible problem a game could have.

I got so tilted on that quest because it wouldn't drop like hell
sometimes i got skill withouth any prompt appearing, just sayin. which leads me to believe getting ultimate finish rewards you with something from the drop table. I do remember getting notified of "You got skill" when finishing the character whos' skill i was hunting.
