A recommendation would probably be Death Beam. In the movie, Salza did launch a few finger beams, and since it’s also pretty effective in a fight with it’s agility. It’s also fairly painless to combo into as well with all races.
Another one I would like to grab is the God Breaker. This counter skill which is one of my personal favorites can just be so calamitous, with maximum blast stats burns up about 4K+ HP off your opponent. It’s also inescapable once it lands and has a fairly good window of opportunity.
I’m assuming you’ll be using Sauzer Blade to take up one of the two remaining slots, and a charge skill for the latter.
There’s also some additional skills I can list down as well. They’re alternatives and just little ideas I have in for now.
Change the Future: Pretty much exactly like God Breaker (same animation, same damage) it’s differences with it’s counterpart though- it counters Ki Blast moves. God Breaker works with basic attack and strike moves, on the other hand.
Divine Retribution: It’s a strike move, and I don’t have a strike set in mind yet. (I’ll post it on the thread when I come up with on) but anyhow, this is pretty fast and normally can be used to catch your opponent from behind, or even just get to your opponent without needing to dash there. It also has a variant where you hold the input down, and you’ll shoot a ki blast instead. Both variants do really neat damage, but are dependent on strike stats.
Finish Breaker: Finish Breaker does a good amount of damage, but I must say the tracking is kind of terrible if you don’t use it after a knockdown combo/heavy stamina break.
Consecutive Energy Blast: Compared to Finish Breaker, this is the superior. It has a faster launch time, and awesome tracking. Damage is on point too.
Finally, just in case, I’ll list down where you can get these moves.
Death Beam is from Frieza’s Initiation Test.
The God Breaker is on PQ 44’s Ultimate Finish.
Change the Future- PQ 43.
Divine Retribution- in the TP shop on certain days/weeks. It costs 170 TP.
Finish Breaker’s in Vegeta’s Initiation Test.
I think Consecutive Energy Blast is there by default.
If you need help in any TP grinding/PQ help, I’ll be there if you need me!
Nice long descriptive list, I appreciate it. Good news is I have all, but I'm not sure about Change the Future. If I don't have that, it shouldn't be too hard to get. Do you have any ideas for Ultimates, aside from the generic ones?
Anyhow, I’d recommend Divine Lasso for your blast build, note that the weirdest thing is that it labels itself as a strike ultimate, but it really is dependent on blast stats, though I hope it doesn’t get fixed. It looks amazing on my blaster female saiyan. As for other ones. Anyhow, Divine Lasso brings out some satisfying damage, it’s range is manageable and it looks awesome. You’d have to try Crusher Volcano, it’s really neat, does decent damage, has a fast launch time, and tracking can be on point for most situations you’re in (apart from expert missions where all the CPUs shove the enemy everywhere) For strike? I gotta test out some moves later before I update you. There’s nothing I can think of other than Instant Severance, but I’m more on a ‘meh’ on that.
My definition of generic Ultimates is Full Power Energy Volley and Full Power Energy Wave. The moves that are on most cast characters, since they're generic attacks.
After a little DB Wiki search it appears that A Salza CaC is gonna be pretty sweet if you wanted it "Canon" most of his moves are in the game.
Energy Wave Combo
Full Power Energy Volley
Explosive Wave
Salza Balde
Aura Slide (Energy Blade)

Take a look at his Techniques and Special Abilities, They are even nice enough to tell you on each of the Move pages if it is in Xenoverse 1 - 2 even if not coloured the same I didnt really notice that until i looked into the moves he used.
Dodon Ray to simulate the yellow finger beam he uses
Energy Wave Combo
Afterimage for a vanish to conserve stamina
Divine Retribution as it is an energy blade, and allows a quick get behind should I need it
For Ultimates, I decide on the generic wave and volley since I decided to get lazy.
For Super Soul, I decided on As if I'd lose, for some quick movement, and some extra blast damage should my health drop too low.
