Follow the instructions and once you have everything ready you can get some mods.
About the "scam site" redirect you get, have you installed ublock origins and the likes on your browser? I heard taht there there are some atrocious popups along sketchy inject js, so that could be the cause for your redirect.

My spoken english is well, bad, so I can't help you discord wise, but there isn't anything really difficult about it:
simply extract the content of xv2 patcher on the main game directory, then extract the xv2ins archive, and run xv2ins.exe to install and manage mods you download.
That's caused from one of your mods. Have you updated both the installer and patcher since the game latest update? If yes, then the fault relies in one of your mods which either needs to be updated, or has been corrupted, but that's solely my guess.
