Report a translation problem
Someone, not the original developer, re-uploaded it, which worked for a time, until the developer updated it on his personal blog again, after which it either stopped working for everyone else, save for maybe some who claimed it was still working.
I coincidentally just checked and that re-upload seems to be gone again too, probably among complaints it stopped working ever since the next update. The original developer seems to be a ghost of sorts, and no one can really seem to get into contact with them or figure this issue out.
If you have an earlier version or possibly the broken current version, you can try to update it through the dialog box to get the new legit version, but it will most likely be broken still.
As far as I can tell the best thing to do is wait until someone or multiple people figure this out.
This guy got it spot on. Maybe you can find someone who will dropbox you the latest one but it doesn't seem to work for everyone.
If you own an older version of the save editor (0.7.5) and the 0.8 version, basically put all the files of the 0.8 version in the older one except the Save Editor.exe and PackageIO.dll.
It should load without the "always online/check for update" ♥♥♥♥♥♥♥♥, the only thing missing is the import/export cac and editing the conton city hero, but that's not really an important loss.
Anyhow, according to the changelog:
- Added support for save paths with spaces.
- Fixed CAC importing minor bug
- Other bugfixing

My solution was to create a "DUMMY" character in the top slot, add all possible moves, mentor relationships and such to that character, then create characters for the other slots. The characters I actually use can then have their stats safely edited, without messing with flags in their campaign.
Mind, there is a slight bug with that: The character's outfit and 1st preset has the top piece of clothing defaulting to black. Nothing a quick in-game edit can't fix.
Make sure to keep backups of your save data. The editor might sometimes bork things, though I often find it is usually the game doing that by itself. Lost my data four or five times since I first played XV2, but backups always saved the bacon.
Cheat engine currently serves me well for making changes to the existing roster I have as it let's me copy cacs to other save files as desired
