lol this is decidedly false. svb is pretty standard, pushing 10-13K damage. Supernova/cooler clocks out at around 16-18K.
Also, svb sometimes screws up tracking based on your opponent's elevation.
Technically speaking, divine wrath is one of the best 3 ki ults. It does around the same damage as supernova, but supernova is 5 ki.
Saiyan spirit is pretty good, too. Hard to dodge as long as your initial hit lands, which can be easily done in a basic attack combo.
Hm, warp kamehameha is decent, though is 4 ki.
SS deadly bomber has epic tracking, literally seeks out opponents, but only clocks out 8-9K, and costs 4 ki.
Those are some options to consider.
super nova cooler (still the king)
super vanishing ball (though you must be at certain range and elevation from the enemy for it to even track at all. does great damage)
saiyan spirit (can combo from your basic attacks, though it's saiyan exclusive)
special beam cannon (extremely fast and you can almost machine gun these)
Giant storm (quick, good damage and just 3 ki bars)
perfect Kamehameha (great pre-beam tracking)
Death ball (extremely good tracking and nice damage. 4 ki bars)
heat Dome attack (good for those PQs where you are always surrounded. Leaves opponent almost no chance to break your guard if you use it from close)
super electric strike (still very good despite not being as good as the first XV1 version)
dual destructo disk (better than chain disk in my opinion because it's quick)
Assault rain (low damage but targets and hits more than one enemy at the same time)
gigantic meteor (this one was buffed and casts faster now. does a LOT of damage now)
maiden blast (while weak, it stunlocks enemies and can be comboed from pretty much anything)
Serious Bomb (hit with the punch and the ki blast is nearly impossible to escape from. Hits like a truck)
warp Kamehameha (while weak, it has nice hit ratio. Can also be used to combo after sphere ults like super spirit bomb and super vanishing ball)
Grand smasher (not as easy to land but does a TON of damage with the triggered hit. costs 3+1 bars)
The drain is really slow.
What I do is use Divinity Unleashed. Recovers some ki and loads of ki on basic attacks. It's the strongest form of any awoken skill you have access to as a saiyan. If you're halfway decent at the game, recovering ki, even with just Maximum Charge, should be absolutely no problem.
Evil Explosion, Big Bang Kamehameha (NOT x100), and x10 Kamehameha are better at teleporting you close to your opponent right before launching than any other super (like normal Kamehameha or Galick Gun).
BBK in particular I think can clock out close to 6-8K, which is practically an ult.
Also, I haven't tested it too much, but spirit bomb (NOT super spirit bomb) does do the same damage as an ult. 9-11K damage, and just a 1 ki super.
Other things to think about.
And the best ultimate, in my opinion, is Justice Combination. Doesn't require a stamina break and enemies usually need to use an evasive to avoid its damage. It deals an estimated average 8k-9k damage, but I've managed 14k or more with it with the super soul "Saiyans are a warrior race!!" in my successful attempt to solo PQ 122 without help, including AI partners.
First time I succeeded, I ended with 49 seconds left on the clock. Second time I did it to prove it wasn't a fluke, I ended the PQ with 2:05 left on the clock.
