i cant find whis

im at the bamboo forest at the fish and i cant seem to find whis

Ok, so let's go back a bit. Is this a case of Goku and Whis being there before and now they aren't, or a case where they have never been there at all? You are level 99 so level shouldn't be an issue. It could be a bug with your save or something. And if that's what it is, then only a save editor can help you.

If he is already your mentor whis can be found near the elder kai at the academy grounds. like any other mentors do they never remain at their original spots when they become your mentors.. Just saying in case....is what it happened.... has it happened to me before.

whis is not my mentor and i didnt even use save editor to reach lvl 99

Then you need to progress in the story most likely. if they are never been there then you need to finish main story first.

i cant really progress thru the story mode anymore cause theres no more time patroller quest the red thing now is only for culina which is for dlc

Weird goku and whis should be avaiable as soon as you defeat Fused Mira/towa
also you need to advance in the advancement test if im not mistaken.

Did you defeat Mira after he fuses with Towa?

Looking over your achievements it looks like you haven't progressed far enough to unlock Whis.

If a mentor quest is available it will be displayed on the map with a pink icon.
