i cant find whis

im at the bamboo forest at the fish and i cant seem to find whis

Have you done the God Class Advancement test (the 5th test) at the desk robot infront of Patroller Academy? You have to complete that one to get Whis to train you/be your instructor.

If I remember correctly you have to advance the story progress like up to fighting Whis and Beerus. I am not 100% sure though.

Then make sure you got past the God Class in the advancement desk. Some said Whis will spawn by beerus (i.e. the on top of the Patroller Academy) or by the fish area (i.e. bamboo area) - I cant confirm this location info coz i always found him in the fish area.

The only requirements for Whis to show up in the bamboo area behind Goku are to finish the base game's story and have at least god rank. IF he's your mentor already, he shows up at the front of the academy, like anyone who's your active mentor.

i got whis as a mentor before i finished the main story. so i dont think that is the problem.
