Apologies if I ask for too much, but I am too casual at this game to judge accordingly when it comes to these things, hence why I am asking for other people's suggestions, who have more experience at this min-maxing kind of thing. x)
SSJ3 builds are usually used as melee builds. Either basic attack or strike supers, OR a mix of both, which is easy to make through souls like Cabba's "I'll make you regret that". Some have used SSJ3 in their ki blast builds. This kind of rounds out their ki blast and melee attacks, but their primary ki blast attack won't spike as much as if using Super Vegeta 2. Then again, cac attack values in this game are ridiculously high compared to roster characters.
If you feel you are taking too much damage (SSJ3's damage reduction vs SSB's increased damage taken), then you might need to either put more points into HP, OR modify your play style to include more evasion and defensive maneuvers.
If you feel you are still losing too much ki, either use more basic attacks or use one of the many ki upkeep strategies posted around here (super souls that grant ki regen, Divinity unleashed, Meditation which adds ki regen as well)
No matter what, simply transplanting a SSJ3 build into a SSB build will give you more damage per hit. How you manage your ki upkeep will be the defining factor on actual DPS. Some people have already dropped back to other super saiyan forms because they noted their overall DPS was reduced because of having to do ki upkeep.
For specific numbers, this is the guide I use.

Check the damage formula and point allocation sections to understand how these work. The part about soft and hard caps will enlighten you into how many points per stat and per gender/race you will want to put into your characters.

Super Souls are situational, but my favorites are Elder Kai's "Hmm..." for EM's as well as PQ: 122, Fu's "...Experiment..." for quick and easy quests, Kale's "...what I've become" for mixed damage, Goku's "...reborn as something good..." for fighting multiple enemies, and Broly's "Monster?..." for really fast quests in which I can instantly transform and cheese the enemy for a quick finish.
As for a male saiyan build, I haven't considered making one as my style leaves me relying heavily on supers.
