Reached level 99, but achievement not unlocked

Did you only speak to him once? First time he'll tell you what is required, but won't acknowledge your achievement until you talk to him again.

Yeah, I spoke to him like four or five times by now, but there's no way he want to acknowledge my achievement, he simply continues to repeat over and over what I have to do. It's weird.

I'm actually encountering this same issue, but with getting all the DUAL attacks from the mentors. I even have everyone's (not just the ones listed, but also the DLC ones) but Oshi isn't acknowledging it.
