What does Hero Flute actually do?

I am trying to use it in Raid mission but why the fuxk does it get penetrated by Zamas / Goku Black's simple dash attack (Dash to you + Y)? Is it because their blade's unique hitbox or is it simply how this move works? Normal basic attack is ok though. As far as I observe it could repel ki blast super but not sure about strike super. It definitely doesn't work on Ultimate from what I saw on youtube.

In addition it appears to have some sort of additional effect to your allies when it is activated. What exactly is those kind of effect?

Is there any other limitation or effect of this skill that i am not aware of?
