How do I bring Fu as a partner?

Completing these branches, I've noticed I can't get 100%, even after using all listed on the mission. I'm guessing the last bit is with Fu, yet he doesn't show up on the list. Do I need to complete the entirety of the mission presets before he's unlocked?

after you beat story mode your first time, talk to Fu in the Time Nest he will become a customizable partner, as for 100%, you need to clear it 1 more time after clearing with all listed partners with an unlisted partner.

I can't seem to find him. I had beaten the story, spoke to him again. After, the Tokipedia shows up, which is where I've been spending my time. Yet when I check out the partner customization droid, Fu doesn't show up. So, I need to find him yet again and have a chat?

After you reset the story mode, complete the first mission again, after that, talk to Fu

how do i reset the story mode ? what does it mean ?
