Some things have really no reason to be. Check Broly's new available moves. He can now use some from Raditz and Nappa. I put together a Gotenks who can use Final Flash, for example. Just edit and have fun.... at the cost of breaking immersion even further. :)

Well Goku did have the move used on him, from his own body, so, It kinda does make sense. lol

I think each character for customization gets some options that are vaguely related to their character. Raditz, Nappa, Bardock, and Turles all share a few abilities, probably because they're all old school saiyans. Goku probably has Divine Lasso bc Goku Black does. Zamasu has sbk probably because he's related to Goku Black. Nappa having ss is probably just a complete bonus imo. lol

Nappa having Super Saiyan is because he's a saiyan. Raditz *not* having it is a bit odd like, but most likely they gave it to Nappa because the bald guy going Super Saiyan is slightly amusing.

Bardock got the skills of Goku and Raditz, which was nifty.

Also Bardock can use Kamehameha, and some of Turles's techniques.

They share models (and/or rigs) and voice acting (at least in Japanese), so it's easy to just add the animations.

Nappa mentions going Super Saiyan in his mentor conversations. That's the most likely reason he has access.
