The Rosé wig, Fused Zamasu wig, Zen-Oh outfit, and Android 21 outfit will all be available when the paid DLC goes live tomorrow. They do not require you to buy the DLC in order to obtain them though. They are simply going live at that time. Anyone who has them already has been tinkering with the game files. The same people who are already playing as the new characters and have access to all the new story mode cutscenes.

But I haven't messed with the files.

EDIT: Also worth noting I don't own any of the DLC, so if the wig happens to be DLC exclusive me having it would be even weirder.

*shrugs* Probably. Have they been in the past? 21's outfit at least should be free because it's meant to be a reward for having a FighterZ save. Would suck if they then expected you to buy it.
