I always picked Whis as my mentor and I am at level 99. I maxed out his friendship though I haven't completed his final mentor mission. Now I got the skill. Proof:

Though I am playing on Nintendo Switch...too pity I cant do the test but yeah, it's a far better console platform with no cheater..

Edit: I am going to test it out in PQ and see what is going to happen:)
1) When your ki is fully depleted, do you drop out of the transformation? If so, do you suffer any ill effects such as a stamina break when this happens?
2) Do you still gain ki through using normal attacks?
3) Can you still use charge skills (eg. Maximum Charge) to regain your ki?
You don't seem to gain ki from normal attacks unless you use the divine charge.
You can still use charge skills.
For the drawbacks the power increase over ss3 seems negligable...I couldn't even tell there was an increase to be honest.
1) yes the regression from the form is pretty seemless, but any detriments are not obvious to me.
2) Yes albiet akin to SS3ish gains (Divinity Unleashed also counters this)
3) yes.
- Basic strike combo in normal form, then the same combo in SSGSS.
- Strike super/ultimate in normal form, then again in SSGSS.
- Ki super in normal form, then again in SSGSS.

The Ki draining is about 8 seconds 1 bar (pretty fast). You could stop it from draining when performing normal attacks but you almost receive no ki recovery per hit. You could charge up your ki with maximum charge and with help of z-soul like "I hope you reborn as good..."
If ki is fully depleted, there is no negative effect at all like stamina break.
Below are some damage testing with my ki blast build female Super Saiyan (+125 ki blast + 0 Strike Super +0 Basic Attack; QQ Bang: +5 Ki Super; -5 Strike Supers; 0 Basic Attack)
1. Ki Blast Super (Big Bang Kamehameha) -
SSGSS : 8250 damage
SV2: 7755
No transformation: 6600
- about 6.38% boost from SV2;
- 25% boost from no transformation
2. One same set Basic Attack (all squares)
SSGSS: 4298;
SS3: 4127;
No transformation : 3438
- about 4.14 % boost from SS3
- about 25% boost from no transformation
3. Strike Super (Justice Combination) -
SSGSS: 7591
SS3: 7289;
No transformation: 6074
- about 4.14 %boost from SS3
- about 24.975% boost from No transformation
Yep, it's pretty OP I would say. Definitely going to use it to do all the PQs / Expert Mission. Seems it will render Super Saiyan and Super Vegeta Transformation useless...just like in the animation itself....
Do you still warp to the opponent's location if you fully charge a charged skill such as the regular Kamehameha?
Yes, you do. I tested it out myself.
