I just downloaded it to make sure, and the text document is called "INSTRUCTIONS (READ)." In the same directory that holds the instructions (the New Transformations 2.13 folder), I can see a file called "REQUIRED MAIN FILE - INSTALL THIS.x2m." Without the main file, you'll get the infinite loading screen.
I'm happy I could help.
Yes. One method is to launch DBXV2.exe from the bin folder as admin. Another method is to move the dll files in the EAC folder into another folder, then move them back when you'd like to play online. I don't believe they are punishing or will punish people for doing so offline. Nice of 'em to allow the game to run at all without EAC, albeit offline.
Ah so basically stay offline with them even if there are only cosmetic mods?
Yup. Any file that modifies the game client in any way is detected. That sadly includes shaders and resolution support mods.
Can you recommed any videos to help with this? to install mods I mean, additionally if I use CAC visual mods will anything I earn offline be able to use online? And can I go to the online lobby but stay away from the online matches and such? just doing the offline stuff.
