Who do you think is the worst character in the game? (Minus the Frieza soldiers, Saibamen and Cell Jr.)

BTW, I have the nintendo switch version, not this one.
So, I personally think that it's either Towa, Whis or Jaco. They all have incomplete moveset and are generally really weak.

Jaco is the worse of those two. However even the worst ones like hercule and jaco have massive I-frame windows for their charged heavies which can make them hit hard in certain cases. Abuse the I frames and have someone e inexperienced at handling them and hercule can be downright cheesy.

Towa is also very nimble. Low damage but great at an attrition match.

Lesson here? All cast members have a specialty if you know how to use them
