Base price for the 4 DLC: 2x 9.99 + 2x 7.99 = 35.96
With the discount: 2x 5.99 + 2x 4.99 = 21.96
Base price for Extra Pass: 29.99

I bought Super pass which lists:
- Super pack 1, 2, 3, 4.
And it also unlocked "Future Trunks DLC." which isn't even listed in the shop.:c
I want to know if Extra Pass also includes some additional unlocks separate to it's listed dlc packs or not. The fact that there will be one more dlc also worries me, if I just get packs and they add it under extra pass.
Heh might as well wait another year, I don't think those dlc's are worth the asking price(for me), the game overall feels kind of cheap and unpolished(again, for me), on my scale it's like Skyrim, just missing proper mod support, so it's unnecessarily bothersome to fix the laziness of the devs.
There's only the super pass and the extra pass and the pre-order bonus pack with goku black.
There's no "future trunks DLC", that's just an early unlock key for deluxe edition or super pass owners, the character itself is in the game without paying anything extra.
Obviously the new DLC won't be included in the extra pass, cause the extra pass lists -exactly- what's included; read the store info. DLC 9 is either standalone or the start of a new pass.
All evidence points to your assumption being correct. History has denoted that the initial Season Pass (now Super Pass) was four DLCs (plus a variation of Black Arc Future Trunks). Once the first two Extra Packs came around, they were in an Extra Pack set- then 3 and 4 came along and were bundled into an Extra Pass- a total of another 4 DLCs.
There was a post from Bandai US's facebook page mentioning something about Super Saiyan God Vegeta being in "Ultra Pack 1"- meaning that, down the line, we'll likely be seeing an Ultra Pack 2, 3, and 4, and an overall "Ultra Pass", no doubt.
In summation, chances are what you see now is what you'll get if you purchase the current Extra Pack Set or Extra Packs in the here-and-now. Doesn't look like anything will really change.
