Super Pass, Ultra Pass, Extra Pass, my brain is confused.

I really want to get this game, but I dont understand what should I buy to have the "complete" edition.

No. The Super Pass is DLC's 1 to 4. The Extra Pass is DLC's 5 to 8. The Ultra Pass currently is DLC's 9 and 10, but there could be a DLC 11 and 12, considering the way this game is going.
You need to buy all of them, plus the standard game.

Last question how is the player base? Is there enough players to find PVE games?

There tends to be people hanging around the multi lobby (unlocked after you do the Saiyan saga, iirc) and you can host rooms for others to join for PQs (PvE missions).

Alternatively, you can post here on the discussion boards seeking help for PQs you want to do. There are a number of people who are either regular players and posters or more lurker-type folks who'll be eager to help.

it's basically "season passes" just titled differently.
given how bamco games of today seem to have multiple season passes,super, extra, and ultra are just xenoverses versions.

There is no ultra pass yet
