Can't get SSGSS Evolved even though i meet the criteria

I'm above lvl 95, I have SSGSS, and I've maxed friendship with Vegeta, but Whis wont give me the transformation

Set Vegeta as mentor, then go talk to whis.

max them out both and then talk to vegeta 1st and then whis

No need to have Vegeta as 'active' mentor, but probably you need to max Whis.

because its in ultra pack 1 and its not out yet free update dose not give you transformation

No it is not in the ultra pack 1, it is free update. Check steam updates. I updated my game like 6 hours ago, and got the transformation right away

I just walked up to Whis and got it. Buu as Mentor. I probably met the prerequisite for it beforehand.
