Akira Toriyama stated that King Cold gave birth to Frieza himself, though it's worth noting that Akira also stated that King Colds family are also hybrid mutants of their race so this asexual reproduction might just apply to King Colds family (Akira has never actually said the whole race was mono gender).
There's the issue right there. The English dub made up a lot of stuff that wasn't in the original, and is thus non-canon.
Also this timeline comes into conflict with GT, because Majin Buu has already merged with Uub by this time (this took place in the Super 17 Saga).
So it wouldn't be much of a stretch for Dimps to create female Frost Demons and seeing as it's kind if been confirmed by Akira (though he is rather vaque) that King Cold's line are the only hybrid mutants, there might be female Frost Demons.
Akira Toriyama was in complete creative control with the story of Dragon Ball Online and Dragon Ball Xenoverse. If it is not in either of those then he did not will it to happen or take place. Dragon Ball GT, from Akira Toriyama's mouth has already been stated to be an alternate story (side story) as in not part of his creative world. GT is a Glorified Fan Fic at best.
As my own opinion though, I would love to see official female namekians and frieza race at least for video games. Sure, the Internet has already done it's part of the subject, but we know how wacky the Internet is on such things, so I prefer not to fire up my search engine for that..... even with safe search on. >.<
Although we have gotten a female Super Saiyan for Xenoverse (which is a step above Pan in GT) and Akira has actually stated he doesn't know how to draw a female Super Saiyan or what they would look like.
Dragonball has always been about overcomming limits. Something you can not do without first showing the limits.
Not only is Bulma a female protagonist, she's been in the series so long that she actually appeared on screen/panel before Goku.
