Without any attribute points, you have 5 bars of ki, and I think 5 bars of stamina.
http://www.gamefaqs.com/boards/190457-dragon-ball-xenoverse-2/74500402 This is I beieve accurate. It tells you what combination of equipment and attribute points will get you 6 bars, 7 bars, 8 bars, 9 bars, or 10 bars.
Ki: I believe it is 42-45 points is one whole ki bar, not sure on exact numbers. You will have around 4-5 ki bars at lvl 80 with no points in Ki.
Stamina: Same as Ki, 42-45 points in one bar. You will have around 4-5 bars of stamina without points in stamina.
Depending on your char, putting points into ki really isn't worth it. Neither stamina. More stamina = if you get stamina broke, you won't be doing anything for a while. More ki, well, getting +5 in Ki for QQ Bang is a good 2 bars or so. You're better off putting points into Health (I prefer to max this at 125 on any char), 107 points into your pref build (strike or ki supers) and then the rest (100 points)I usually just put into basic attacks, as you will be combo'ing attacks in supers/strikes. Even though 100 in basic attack is only about 9-10% increase in damage, that is still very good in the long run.

Remaining Points in Basic Attack
So if you want a full bar of Ki, you need 42. Same with Stamina. But with health however, you won't get a full bar even if your health was maxed out to 125, because that would only give you 3750 HP which is 3/8 of a life bar.
