Remove the easyanticheeat.dll instead, while keeping xinput1_3.dll, this way you can still use your mods while being in offline mode.
Mmm...if you are willing to reinstall all the mods and that's fine with you, clean the installer configuration; you can find the config file here C:\Users\username\AppData\Roaming\XV2INS and delete the xv2ins folder. This way it shouldn't recognize anything else anymore.
Another test is to put the installer in the exception list in your AV, as it's easily recognized as a false positive.
Should all of that fail, check that you still have flex_sdk_4.6 and that the xv2ins is pointing at its executable.
Does this happens with a clean game (aka no mods)? Because if it works, then that stupid EAC dll is messing with the training and VS too.
I don't know how to help you further, sadly :/ . But the issue with the training mode is mosly caused by the EAC, clean game or not.
