I.E. I could wear, say, Piccolo's shirt (with no cape) and put on a God of Destruction's shawl (like beerus and champa) over it. The shirt would be a 'chest' and the shawl would be 'shoulders'.
STuff like Raditz and Nappa's Saiyan armor would occupy both slots due to their prominent shoulderguards 'n stuff.
Otherwise I'd rather have more recolorable outfits, because Dragon Ball Fusions lets you color any piece of clothing- albeit in fixed ways, but still. Greater variety than a few race-locked ones for each race, and then the qipao, gi, training suit, baseball outfit, trendy suit, etc.
I suppose it's not really that "on-topic", but I just wanted to put that out there.

-Android 21's hair recolorable.
-Videl's slacks recolorable.
-Pan's shoes recolorable.
-Royal Guard hat recolorable.
-King Vegeta's armor recolorable.
-King Cold's armor recolorable and without the undersuit representing his skin.

-A method by which we can have Saiyan tails (wrapped or unwrapped) and scouters on at the same time while also having battle suits without Saiyan tails.

A better range of colors, both for outfits and skin tones. Why do frieza race skin tones have different palette options from their racial outfits when their racial outfits are made from their flesh??
Full on Nudity for people that aren't of Frieza's race. Why are they the only ones who can strip? That's racist. Also, Irome technique when? It's iconic.
The current saiyan tails, except they vibrate. Look where those go, you know exactly what they are.
Going off the above, saiyan tails that are actually tails. With physics. Mods did it better.
A second accessory slot, or better yet, just let us use multiple accessories based on their attach points without tying it to slot usage. Make them all toggles with ones that use the same slot being mutually exclusive.
Remember that bunny who could turn you into a carrot? Give me his flesh- I mean outfit. Also, Bunny Suit Bulma.
You know all those outfits with people's logos on them? Remove the stupid logos so I can actually want to use them. Those outfits are actually pretty neat if you edit off the logos with a mod. Shouldn't take a mod.

Generic street wear, and backpack accessories. Sometimes you don't want to copy the main cast. I'd actually like more generic ki blast and strike skills too. Heck, just recoloring the generics we have already would be enough. Alas, this is an outfit topic, not a skills one.
More suits. Not saiyan battle suits, I mean business suits. Well fitted ones that don't make you look like a stuffed monkey( unless you're a saiyan, since they ARE stuffed monkeys.)
Dresses, skirts that don't belong 18, and baggy jeans.
Shoes that don't look funny. There's like two normal sneakers in game right now, and the boots all are too glossy.
Make the gender and race locked items no longer gender and race looked. Why can't my Majin Boobs wear Mira's outfit? What if a Namekian wanted to wear Towa's skin suit? Why wouldn't a saiyan wear the majin suit? I mostly want the male stuff on female characters, but hey, if someone wants to make Frieza in a tutu, let 'em. It'll be funny if nothing else.
Chest hair accessory for the guys. It should change color when you go super saiyan. Make it get even hairier for SSJ3
Towa's cape. And staff. And hair accessories.
SS4 outfit that doesn't suck. Mods did it better.
Raditz wig.
Supreme Kai wigs. One for every Supreme kai and kai in waiting.
Remove the bras from every female outfit where it wouldn't show a tiddy. At the very least make the bras colorable. It doesn't match and it bothers me.
